This partnership, formalized through a Memorandum of Understanding (MOU) signed on July 21 by OpenAI CEO Sam Altman and UK Science Secretary Peter Kyle, seeks to leverage AI for economic and societal benefits within the UK.

The core objectives of this collaboration encompass several key areas. Firstly, it aims to accelerate the adoption of AI across both public services and the private sector, aligning with the UK's AI Opportunities Action Plan. This includes exploring AI deployment in sectors like justice, defense, security, and education, adhering to national standards and guidelines. Secondly, the partnership focuses on infrastructure development, potentially involving investment in UK AI infrastructure such as data centers and AI Growth Zones. OpenAI is demonstrating its commitment to the UK by expanding its London office, which opened in 2023 and currently houses over 100 staff. The expansion will include growing research and engineering teams that contribute to the development of OpenAI's advanced AI models. The company also intends to support UK businesses, developers, and startups in utilizing AI tools to foster growth.

The UK government views AI as a critical tool for national transformation, with the potential to improve the National Health Service (NHS), reduce barriers to opportunity, and drive economic growth. Technology Secretary Peter Kyle emphasized the importance of ensuring that the UK is at the forefront of AI development and deployment, and that this partnership will create high-paid tech jobs, stimulate infrastructure investment, and give the UK greater control over the advancement of this technology. However, some concerns have been raised regarding the UK's increasing reliance on US tech firms. Critics point out the irony of building "sovereign AI" with the assistance of a US company and technology. There are also worries about the potential entrenchment of Silicon Valley ideology and the intertwining of US Big Tech with UK public institutions.
