OpenAI has established a structured chain of command for how AI prioritizes instructions: Platform rules override everything, developers can customize AI behavior within defined safety limits, and users can shape responses within developer and platform boundaries.

Other major players, such as Alibaba, are making substantial investments in AI infrastructure and development.
